Harari thoughts on AI: our commentary

  The #Economist recently published an article by Yuval Noah #Harari, who expressed his concern about the potential #threat to human #civilization posed by the rise of #AI.  Yuval Noah Harari is a renowned Israeli historian and lecturer who was born in 1976 and currently teaches at the #Hebrew #University of #Jerusalem. He has authored several popular science #bestsellers, including Sapiens: A Brief History of Humankind (2014), Homo Deus: A Brief History of Tomorrow (2016), and 21 Lessons for the 21st Century (2018). In his works, he delves into various topics such as free will, #consciousness, #intelligence, #happiness, and #suffering. Harari's inspiration to write his first book stemmed from an undergraduate class he taught on world history in 2008.  

Harrari's Thought: is AI like a nuclear weapon?

In his recent article, Harari states that AI's ability to generate language, stories, images, music, laws, and even religious texts has given it an unprecedented mastery over human culture and communication, which could have serious consequences. One of the risks that Harari highlights is AI's potential to mass-produce political messagesfake news, and cult scriptures, as well as form intimate relationships at scale. This could be used to manipulate people's opinions and behaviours in harmful ways, and even spark the creation of new cults and religions by generating sacred texts. Additionally, AI can engage in lengthy persuasive conversations with people while posing as a human, leading to pointless debates and the spread of misinformation. Furthermore, Harari suggests that AI may come to dominate human culture by continually creating new cultural artefacts that diverge from human values and priorities, potentially marking the end of human-guided history and progress. For millennia, humans have lived within the cultural creations of other humans, but soon we may find ourselves in a world of AI-generated culture. In a bold metaphor, Harari emphasizes that, like nuclear weapons, AI must be carefully regulated to ensure it is used for good before it is too late. Democracies in particular must act quickly to prevent social chaos and the loss of meaningful debates - the lifeblood of democracy. Harari's concerns remind us of philosophical thought experiments about being trapped in illusory worlds, but with AI, these scenarios could become a reality.  

Turtle's AI perspective

While some of his concerns may be understandable and true, at Turtle's AI we believe it is important not to exaggerate, misinterpret or overmagnify facts. We partially agree with the perspective that AI's abilities to generate human culture, spread misinformation and form relationships at scale, if misused, could pose serious risks to society that should be addressed through regulation and oversight before human values and democracy itself are under threat. While AI does pose risks, it is not an inherently catastrophic or uncontrollable technology like nuclear weapons are. AI is a tool, and as with any tool, it depends on how it is built and applied by humans. The rise of the internet, in our opinion, provides a useful analogy, better than the one about nuclear weaponry. Early on, the internet was also seen as a threat by some. It was thought it could undermine privacy, spread misinformation, and lead to addiction and reduced real-world social interaction. However, the internet has also had hugely positive impacts on the world by enabling open access to information, global communication, economic growth and more. With oversight and guidance, the internet's benefits have largely outweighed the costs. The same can be true of AI if we are proactively thoughtful about how we develop and apply it. We should avoid the assumption that any advanced technology necessarily leads to doom and uncontrollable consequences. While vigilance and oversight are needed, we must be balanced and reasonable in our perspectives on the risks coming from AI. Nuclear weapons differ in that their primary purpose is to cause destruction, and they operate through an uncontrollable chain reaction. In contrast, AI is a general-purpose technology with many potential benefits, and it operates based on the algorithms and data we choose to provide. With care and safeguards, AI need not be an existential threat. It can improve lives and society in myriad ways, just as the internet has. Rather than make extreme comparisons to nuclear doom, we should recognize AI as a potentially revolutionary technology that, with responsible development and use, can have enormously positive consequences. While we must address risks seriously and avoid being complacent, we should not assume the worst or most alarmist scenarios will inevitably come to pass. AI's future depends on the choices we make now in how we shape it, apply it and build oversight. We can develop AI for the benefit of humanity. But we must be proactively optimistic, not reactive and fatalistic. With wisdom and safeguards in place, AI can be developed and used to empower people, not overpower them.  

Discussion and final thoughts

While the risks posed by AI's abilities to generate human culture and communication can be real, for sure there are also many opportunities for AI to be developed and applied responsibly in ways that benefit humanity. Here are some key steps that, in our opinion, should be taken to help ensure the positive use of AI:
  1. Focus AI development on augmenting and empowering humans, not replacing them. AI should be designed to enhance human capabilities and work alongside people, not work autonomously. This can help amplify human creativity, productivity and enjoyment rather than make humans obsolete.
  2. Prioritize human oversight and control. AI systems should have human operators monitoring and guiding them. Autonomous AI should be avoided, especially for critical applications. Humans must remain ultimately in control of and responsible for AI systems.
  3. Foster diversity and interdisciplinary collaboration in AI development. Having a range of perspectives involved in building AI helps address biases and results in systems that serve a wider range of human needs and values. Including experts from fields like psychology, ethics, sociology and public policy helps build AI that is not narrowly focused on technical capabilities alone.
  4. Ensure transparency and oversight of AI technology. It should be possible to understand, monitor and audit AI systems to ensure proper safeguards and validate that they function as intended. This also helps build public trust in AI by avoiding "black box" systems that operate without explanation or accountability. Regulation may be needed for certain applications.
  5. Uphold strong ethical standards and focus on AI for the common good. The well-being of humanity as a whole should be the priority in how AI is built and applied. This means avoiding the use of AI that risks harming society, violating privacy or human rights, generating misinformation or threatening democracy. AI should be aimed at serving public benefit.
By following these principles, AI can be developed and used in a way that keeps humans firmly in control and helps build a better future for everyone. With oversight and guidance, AI does not have to dominate human affairs but can instead be applied to enhance human culture, values and progress. The key is to put humanity first - not fall prey to hype about superintelligence or autonomous machines. If we get it right, AI can be developed and adopted responsibly, for the benefit of all. But we should be proactively thoughtful and optimistic, not reactive and alarmist. With safeguards and wisdom, humans can remain the authors of our future.
