A new international pact on AI has been signed by several world powers, with the aim of ensuring that the development and application of these advanced technologies are compatible with the protection of human rights and the principles of democracy. The agreement, supported by over 50 countries, aims to establish shared responsibilities and common rules to minimize risks related to the use of AI, including harm, discrimination and threats to privacy. However, Russia and China are not part of the agreement, raising questions about the role of world powers in adopting ethical standards for emerging technologies.

Major Western powers have signed a new international legal framework that establishes common rules for the use and development of AI, ensuring that these technologies are aligned with human rights and the principles of democracy. The agreement, the result of two years of intense negotiations involving more than 50 countries, includes the United States, the European Union, the United Kingdom, Canada, Israel, Japan, Australia and other nations, but excludes Russia and China. This treaty commits signatories to collaborate to prevent abuse and inequalities related to the use of AI, with a particular focus on systems used by governments and companies.

The treaty addresses key concerns related to AI, including the possibility that AI could be used to spread misinformation, perpetuate social inequalities, or bias automated decision-making. By establishing a common regulatory framework, we want to ensure that AI technologies are developed in a transparent manner and that their applications in the public and private context are subjected to careful scrutiny. Among key measures, the agreement provides legal responsibilities for damages resulting from the improper use of AI and specific standards to avoid discrimination.

A Biden administration official said the United States is "firmly committed to ensuring that AI respects human rights and promotes democratic values," while recognizing that, if used well, this technology can have a positive impact on many sectors, including healthcare, where AI could significantly improve the detection of diseases such as cancer. The UK also expressed great enthusiasm for the deal: Lord Chancellor Shabana Mahmood highlighted that AI can improve public services and stimulate economic growth, but underlined the importance of doing so without compromising fundamental principles of justice and rule of law.

The European Union welcomed the new treaty, considering it in line with its legislative framework, in particular with the recently introduced EU AI Act, which provides a risk-based approach to ensure the development of trustworthy and responsible AI. European Commission Vice-President for Values ​​and Transparency Věra Jourová signed the agreement in Vilnius during a ministerial conference, underlining that the convention represents an important step forward in the global regulation of AI.

One of the fundamental aspects of the treaty concerns the management of AI applications not only by public authorities, but also by private companies operating on their behalf. Businesses will be able to choose to adhere directly to the obligations of the convention or adopt alternative measures that respect the fundamental principles. This flexibility is seen as a way to encourage the private sector to actively engage in building an ethical and safe AI ecosystem, while maintaining the freedom to innovate and grow.

The convention represents a turning point in the way in which the main nations intend to face the challenges posed by AI, promoting a use that favors economic development without neglecting the fundamental values ​​of democracy, human rights and justice.
